If it is just a "Hey, we need his W9." Sure. But I suspect the vetting is partially to have some redundancy for ensuring other safety protocols are followed and for the Admin to have visibility on what is being done in official capacities. The lack of approval, while perhaps not showing bad intent, sure makes it appear they wanted to hide something as part of Ziesel's appearance.
