Most people are. Remember, they gave the Arabs advice for years and they kept losing. The Egyptians kicked out their advisors in 1972 and performed much better in the 1973 war. The Syrians (still had the Russian advisors) were the ones who eventually melted down and started screaming for Egypt to help them. That's when they left the safety of the SAM umbrella they had along the Suez Canal which was the beginning of the end for the Arabs. You simply have to convince them that if they take on one of you, then it's all of you.
