The NCAA changed its targeting rules this year to trial a new system -- targeting ejection #1 doesn't have an additional suspension beyond the game in which the penalty occurred, #2 triggers a suspension in the first half of the next game (which can be appealed), and #3 causes the player to miss the entire next game.
So in this case, Stephens wasn't going to be suspended under the trial targeting framework.
