There is a formula where one of the enrollments is added as a percentage. Enrollment can also be reduced based on the number of students that qualify for the old free/reduced lunches (prior to many schools doing the state’s free for everyone program).
If they take a 4A (Tech) and 3A (Apollo) and let them play 4A, that’s crazy. Being terrible shouldn’t be a reason to move down
