Yep. By rule, Dante is down right there, at the 1st down marker (the moment he "indicates a slide by dropping his hips"). He ran to the first down marker and immediately went went into a slide as the defender was approaching.
Yes, they were both moving fast and *some* level of contact was likely inevitable, but Stephens very clearly went in for the proverbial kill shot.
Also, as has been mentioned by others, if Stephens was truly concerned about getting trucked or otherwise having Dante try to go through/get by him, his technique was horrendous. Going low, at full speed, leading with the forearm/shoulder (rather than wrapping up) is almost guaranteed to be a missed tackle. Proper technique would be to slow your momentum some as you prepare to engage and wrap up. Which should also give you plenty of time to avoid a catastrophic hit on a slide.
That is, unless you are expecting/seeing a QB slide. At which point you're absolutely making a blatant attempt to injure someone. As the post-hit celebration indicated.
Indefensible, all around.
