They use an example in the rule book saying “Forcible contact to the head or neck area that does not meet the
requirements of Rule 9-1-4 (also reference Rule 9-1-2).” but make it clear that it is NOT limited to just the examples the rulebook gives.
Ball was clearly out before he started his lunge and well out of his reach to be able to bat the pass down. Ref clearly thought it was unnecessary and given the hit that occurred earlier earlier, the helmet to helmet contact just sealed the deal on having to throw that flag
