Hoover, while deadly accurate and well protected, is not a running QB. That, and they are on their second string running backs, may seem like a good thing. The problem is that Hoover will have plenty of time to scan the field. Should Rutgers run exotic blitzes, he will just throw to where the defense isn't. Those blitzes will be picked up because the speed just isn't there. Same for the their runningbacks running outside.
Rutgers is not going to stop Indiana's offense. However, Rutgers can keep it close and maybe steal one IF they can play mistake free and have the offense on the field for 35-40 minutes or more.
More likely than not, Indiana will have their way because their defense is way better than USC's.
