Anti-Trust Waiver - Mandatory

Some type of player organization that can bargain on behalf of all players for a percentage of total revenues.
Revenues must be equally shared by all equally situated programs. D-1, D-2, etc.
Cap on compensation. Each school must operate under the same cap. If there is any violation by making payments to players outside the cap, the Commissioner can suspend a program for one year. A second violation within a 5-year period is a 2-year suspension. 3rd violation within a 10 year period gets a 5-year suspension of the program.
Pay structures/caps for players based on position and/or playing time.
Cap on coaching compensation.
I know a lot of this is pie in the sky but would truly level the playing field.
