My best guess.
Summary
IU could be a top-10 team under Cignetti, but elite, clutch quarterback play remains the key to a natty.
Fun to think about, but impossible to guess. I would imagine IU will be a top 10 team every year that Cig is there and that could be the floor. Also, as others have said, there is no reason to think that his talent won't continue to get better every single year. To me, the X factor though, will always be the quarterback play. Fernando was absolutely lights out when the chips were down. IU had five competitive games last year and he was spectacular down the stretch of everyone of them. While I don't think you have to have a Fernando Mendoza to win a Natty, you have to have a great quarterback, who is not only talented but who is clutch at the biggest moments.
