Summary
5-for-5 rule would force schools to let non-portal players transfer due to budget constraints.

What would happen to a player if he didn’t enter portal and they put 5 for 5 in place next year? Would they be locked into current school if they wanted to play?
I feel like they would have to let these kids transfer when the rule got passed. There likely won’t be much budget left for them if it happens.
