No one outside the top 4 are usually title contenders.
In the 10 years of the intial CFP before it expanded, only 2 years did the 4 seed win and the other 8 years it was either the 1st it 2nd ranked team who won it.
The only reason for this is money, not competition or the belief that the lower ranked teams would ever win.
