All it takes is one person to challenge the legality of the rule and file an injunction. Injunctions are almost always approved and after it's approved, the athlete and school would get through at least the season without any consequences. Also there is no penalty for the athlete, only the schools for ghost transferring. Some schools may think it's worth it for a high profile QB (it's not, penalties are pretty harsh). I can only imagine this rule gets struck down as an anti trust violation since other college students can do it IMO
