This incident is gonna be a case study for safety training for years. One problem in this case is that the valve they were going to use to insert chemicals to inert the hazmat is clogged/broken making it risky to cut or drill into and the first thought in cutting a tank is always to inert the tank. Probably they were too slow in figuring out what to do to inert the material so the stuff already hardened like that tube of superglue you almost got the cap tight enough on. If the stuff already hardened, the chance of a BLEVE isn't as high as they were letting on. Though maybe there's a shell around the outside of the tank that would insulate a remaining interior reservoir from being cooled from the outside. You'd definitely want to know the chemical properties of the liquid material and potential shell before you drilled it. If the plant SPCC/emergency response plan were outdated, that would go a long way toward explaining why responses have been ineffective and slow.
