I agree with basically all of this, but I'd tweak just a few things and then add some more of my own.
I'd allow for a one-time transfer without penalty and any subsequent transfer would require the departure of HC or be subject to sit out 1 season. Essentially, the exact language of the recent legislative proposal.
My biggest change, however, would be the introduction of a promotion & relegation system.
I would create 6 Mid-Major or "Non Automatic Qualifier" conferences. Each would be married to a Power 6 or "Automatic Qualifier" conference in it's geographical region.
So, 6 AQ conferences with 10 teams each and 6 non-AQ conferences with 12 teams each. Each of the 6 geographical regions have a conference partnership.
All TV revenues would be pooled similar to a professional league. The AQs would receive a larger cut than the non-AQs.
As you laid out, the 6 AQ conferences play round robin schedules and the champions get into the CFP.
The 6 Non-AQ conferences are split into divisions. The winners of each division play each other in a conference championship. The winner gets promoted up to the AQ level the next season. The last place team in the AQ conference gets relegated down to the non-AQ level.
"Championship Saturday" is now only for the non-AQ schools to see who gets promoted. Those champs are also eligible to receive at-large spots in the CFP.
While I acknowledge this isn't flawless, I think it would be fun as hell.
For the Boston College's, Rutgers, and let's face it... Oklahoma State's (for now) of the world, you can go play at a level that you can win more games. Nobody likes watching losing over and over again. Additionally, there'd be no more riding the coattails of conference partners to rake in unearned revenues.
For the Boise State's, James Madison's, & Tulane's of the world, you can now go earn the chance at the big leagues on the field.
