When they froze the picture yes- but it was after an offensive time out. Waited late to sub and our guy took his time to get on the field / time Strategy thing. Then the ref holds the play so the 12th guy can run off. So it would not had been a penalty. It was done on purpose to force them into a hurried snap, penalty, or to use a time out.
