Why force a pass to a covered reciever late in a play instead of doing what you need to do to get the yards to move the chains and live to fight for another set of downs? It isn't about turning Avery into a running QB, it's about taking advantage of his speed in that particular situation - especially when his reasonably available recievers are clearly covered. He just doesn't make good decisions.
