Understand your point but 1) they could do so with an agreement to transform the program bottoms up/top down, 2) this is way out of alignment with the competition, therefore they are proactively putting a state university in a bad position, 3) they have done so for research funding(I know its not football but is a precedent) and 4) the employees receive none of this overage themselves.
