You can get this for NFL games through NFL+ ($14.99/mo) but no such equivalent for NCAA football exists. Im guessing @T. Beadles gets a few clips straight from Tech but is told how he can and cannot use it. I know there are some Patreons out there that claim to have All 22 film and you can subscribe, etc., but Ive never tried any of them. The NFLs product is actually pretty cool if you are into digging into that sort of thing. Its loaded with stats, and you can click on a certain stat, say Lamar Jacksons passing attempts, and it will bring up a playlist of coaches film on all of those plays, etc. Im sure ther are many people that would pay $15/month to have something like that for NCAA or hell just Tech.
