If you want to get him clean releases to build that runway you mentioned, then you really have to shift him around imo. See if you can get him matched up on a nickel or safety who might not be as savvy in redirecting routes. As for the remainder of your first paragraph, I think you put your best three receivers on the field no matter what. If that means putting a smaller guy like Lex outside, then so be it. We’ve already seen him line up outside. Generally speaking tho, you want your smaller, twitchy guys inside and your bigger guys outside. Especially in the SEC where you have big and long corners who can absolutely jam you up at the LOS. 2. Yes, I’d much prefer to see someone like Lex (or Patterson) back there returning kicks. But that’s assuming they can consistently field the ball. The reason Harbor is back there might be as simple as he’s trustworthy. Which I can certainly understand.
