He was allowed to resign with a full payout on his contract.
The "medical issue" cited upon his resignation touches on the larger competency issue.
USC doesn't allow someone who is terminated for cause for inappropriate conduct to resign with full pay.
You clearly have no sources, don't do basic information, and rely narrative-driven press reports.
