I remember all the speculation in the early 90's about television (more specifically ESPN and cable TV) driving the formation of 4 "super conferences" consisting of 16 teams each that would be regionalized and based on schools' commitment to a specified level of spending on football. I think that number (64 teams) has grown and that state legislatures will be getting involved more and more as we move further towards the haves and have nots in the world of college football.
